In September 2001, facing a formiable PAS-led opposition, Mahathir declared that Malaysia was already an Islamic state, though the point he seemed to be trying to make is that PAS' aim of settinig up an Islamic state was pointless.
DAP took the issue head on, naming it the '929 Declaration', while PAS ridiculed the idea as 'an instant Islamic state, like instant noodles'.
In 2007, Deputy Prime Minister, Najib Razak one-upped the declaration, by adding categorically that Malaysia is not a secular state.
His unilateral declaration was rejected by members of BN, who openly contradicted him in the media.
After much back and forth, the issue was considered closed in the usual way - a gag order.
Except for the PM and the DPM, of course.
Because they always mean well.
