Emolument - why couldn't they just put the simple term "penggajian" like what is in our income tax form?

Emolument is represented by the pink [apologies. i earlier posted it as dark blue]bar.
Tony Pua, in the DAP forum last night pointed out the rise from Y2002 to Y2006. Take note that Y2006 was pre-civil servant's increment. Even then, it went from RM20million, to RM28million in 5 years. That's an incremental value of 40%!
Did the civil servants get an annual increment of 18% every year from Y2002 up till Y2006? That is what you would need for your salary in 2006 to be 40% more than what you got in 2002.
If you had a 10% annual increment, then your 2006 salary would have been 21% more than in 2002. Even that, Lulu doubts if there are any takers.

So, how did the wage bill get bloated 40%?

correct me if i m wrong, but according to the legend at the bottom, emoulments is not represented by dark blue.

the dark blue is Pemberian dan Bayaran Tetap.
Now, Lulu's really curios what's the Pemberian dan Bayaran Tetap and who the penerimas are.

ha ha ha,

this makes more sense, coz if they were paying that much on emoulments (we could assume to an extent that they are paying income taxes on it and thus a portion of it is going back into the government) but with pemberian and bayaran tetap, its gonna be a whole different story
